Apparently businesses aren't allowed to require a minimum balance for Visa card purchases — it's a violation of the license terms that merchants must agree to when they begin to accept Visa payments. Iiiinteresting. It's tough to begrudge small businesses the right to ensure that they make a profit on every transaction, but still: good to know.

but can't they still reserve the right to refuse customers for any reason?
yeah, but service doesn't apply to everything a business does. they can choose not to accept your business, but it appears that they technically can't impose this particular restriction on how you pay for their services.
so that's actually useful knowledge in cases where the service has already been rendered
